In the utmost secrecy and with Angolan mediation, the DRC and Rwandan spymasters met in Rubavu on 29 and 30 August. At the end of intense negotiations, they agreed on the outlines of a plan for the withdrawal of Rwandan troops and the ‘neutralisation' of the FDLR.

The DRC has taken delivery, albeit with some delay, of a second batch of three Chinese CH-4 offensive drones for transfer to the theatre of operations against the M23 and the Rwanda Defence Force in the east of the country.
